Measuring the intensity of electric field atmosphere today has become a widespread task modern meteorology. After all, distribution local near surface earth is closely related to global thunderstorms and electrified clouds.
 The force characteristic an its intensity. change in atmospheric occurs relatively slowly, so electrostatic mill (EFM) are most widely used measure strength.
 Electrostatic mills have been monitor good weather, vertical inside clouds, observe movement evolution storms. Various designs EFM developed documented for more than century, but since subject not popularized, their construction methods calculation features documented. Therefore, there was need generalize structure device calculate metrological characteristics.
 work aimed at increasing accuracy measurement improving hardware mills. measuring on straight line depends reducing errors that occur device. causes these can be attributed imperfection method or inconsistency object model, as well properties tools. In previous studies, authors mathematical model EF sensor, which does correspond real shape signal, created improvement.
 this work, proposed substantiated universal sensor. paper also provides analysis components will allow choosing optimal structural parameters increase sensitivity. addition, own functional scheme methodology calculating instrumental error, allows single out critical during selection device.
